Urbanisation

The Big Idea: As countries develop, more and more people move to (or are born in) cities — and how well a city manages that growth decides whether people end up thriving or living in crisis.

1. Urban Growth

1.1 What is urbanisation, really?

It's easy to mix up two different ideas, so let's separate them clearly from the start:

Urbanisation
The increase in the percentage of a population living in urban areas (towns and cities). This is about the proportion — it can rise even if the total population stays the same, as long as more of it is concentrated in cities.
Urban growth
The increase in the actual number of people living in urban areas. A city can experience urban growth (more people) without much urbanisation (if the rural population is growing just as fast).
Think of it like this: Imagine a country with 100 people: 50 in cities, 50 in villages. If 10 more people are born in the city and 10 more in the village, the city has grown — but urbanisation (the % in cities) hasn't changed, because both grew at the same rate.

Key global pattern: MEDCs (developed countries) show the highest levels of urbanisation overall — most of their population already lives in cities. But the fastest rates of change right now are in LEDCs, especially in Africa and South-East Asia, which are urbanising quickly from a lower starting point.

1.2 Why urban growth outpaced total population growth

Between 1950 and 2015, the world's total population roughly doubled — but the urban population more than tripled. Why the gap? Follow the chain of cause and effect:

Industry declines in MEDCs (moves overseas for cheaper labour) → Industry grows in emerging/LEDC countries → Jobs appear in cities → Rural people are "pulled" toward cities hoping for a better life → Urban populations swell faster than rural ones.

High rates of urbanisation specifically occur in LEDCs for three overlapping reasons:

Concentrated development

Most new economic development in LEDCs is concentrated in a small number of big cities, not spread evenly.

Push-pull migration

Push factors (poverty, lack of services) and pull factors (jobs, wages) combine to drive rural-to-urban migration.

Natural increase

Cities in LEDCs often have higher birth rates and falling death rates, boosting population from within.

1.3 Factors affecting the RATE of urbanisation

Two forces control how quickly a country urbanises:

Speed of economic development
Economic growth drives urbanisation. The faster the growth of secondary (manufacturing) and tertiary (services) employment sectors, the faster urbanisation happens — because those jobs are based in cities, not farms.
Rate of population growth
Economic growth needs a supply of labour. This demand can be met either through natural increase (more babies growing into workers) or migration (workers moving in from elsewhere) — both accelerate urban growth.

Rates of urbanisation tend to be lower in MEDCs — not because they aren't urban, but because a high percentage of the population already lives in towns and cities, so there's less room left to "urbanise" further. This is a classic exam trap: don't assume MEDCs are urbanising fastest just because they're highly urban already.

1.5 Causes of rapid urban growth (the exam favourite)

This is one of the most commonly tested lists in the whole topic — know the two main engines and their approximate weightings:

Don't forget rural reclassification! Sometimes rural areas don't "grow" into cities at all — they just get redefined as urban due to sprawl, or a village becomes a dormitory settlement (commuter town). This still counts as urban growth on paper, even though nobody physically moved.

1.6 The urbanisation pathway (5 stages)

Countries follow a broadly predictable pathway as they develop economically. The rate of urbanisation isn't constant — it accelerates, then slows, then can even reverse:

This is a slightly different sequence — it's about the physical/functional processes a city goes through over time, not the % urbanised:

People move out of the city entirely but commute back in to work. Called "dormitory" because residents mainly just sleep there — they still rely on the city's shops, education, and healthcare.
Counter-urbanisation
The movement of people from an urban area into the surrounding rural region — the reverse of urbanisation.

1.8 Urban regeneration vs. urban re-imaging

These two terms get confused constantly in exams — here's how to keep them straight permanently:

Together = Rebranding. Regeneration fixes the buildings; re-imaging fixes the reputation. Do both, and you've "rebranded" the area. The classic case: London Docklands — old industrial docks became a new financial and residential hub, with a completely new "cool" identity.

Why regeneration is needed in the first place: older parts of urban areas suffer decline as factories move elsewhere → job losses → quality of housing drops → people move away → urban blight sets in → the area needs to be "brought back to life."

1.9 Megacities — reasons for growth

Four main factors explain why megacities keep growing, and it's worth understanding each mechanism rather than just memorising the list:

Economic development

Encourages population growth and desirability of goods/services. Megacities act as service centres — but in LEDCs, they're also manufacturing hubs with huge informal economies (e.g. Mumbai, Dhaka).

Population growth

Young people are drawn by vibrancy and opportunity. "Internal growth" also happens — migrants who arrived earlier now have children, sustaining growth from within (Mexico City, Mumbai).

Economies of scale

Cheaper to provide goods/services in one concentrated place. Saves local governments money on infrastructure; centralised communication and transport save time and money.

Multiplier effect

A prospering city attracts investment → more development → more jobs → more skilled workers needed → cycle repeats and multiplies (e.g. San Francisco's digital growth).

1.10 World cities

Not all megacities are "world cities," and not all world cities are megacities — size and influence are two different things.

World / global city
A city that can be any size but exerts particular influence around the globe. Considered prestigious, with status and power; they're critical hubs in the global economy.

These are the financial centres of the world — smaller networks of world cities feed into them. Notably, there are only four world cities in the entire Southern Hemisphere: Sydney, Rio de Janeiro, São Paulo, and Buenos Aires.

2. Impacts of Urban Growth

Rapid, unplanned urbanisation creates a predictable set of problems — and the speed of development is greatest in LEDCs. São Paulo, Brazil, is a striking example: it grew from 7 million to over 20 million people in just 40 years, making it the second-largest urban area in the Americas.

2.1 Transport problems

  • Road and public transport provision tends to be poor in quality, size, and reliability.
  • Rapid development means transport systems become easily overloaded and overcrowded.
  • Congestion varies by day of week, time of day, weather, and season.
  • High vehicle numbers create atmospheric pollution such as smog.
  • Because housing is scarce and transport is unreliable, people are pushed to live as close to their employment as possible — often in informal settlements near job centres, adding to overcrowding.

Housing availability and affordability simply cannot keep pace with LEDC urban population growth. The result: people build their own homes on any vacant land using scrap materials (cardboard, corrugated iron, plastic) — unplanned, unregulated housing with little sanitation, freshwater, or reliable energy.

Common problems in informal settlements:

  • Overcrowded, poorly built housing using inadequate materials, with uncertain electricity supply
  • Restricted access to water supplies
  • Little to no sanitation or solid waste disposal → polluted, degraded local environment
  • Inadequate health facilities → higher sickness and death rates
  • Insecure land tenure — residents can be forcibly removed by landowners or authorities

2.3 The informal economy

Job creation in megacities cannot match population growth, leading to unemployment and underemployment. People end up doing informal work: shining shoes, giving haircuts, taxi-driving, selling water or food on street corners. These jobs are unskilled, labour-intensive, and cheap to start — but:

The hidden cost of the informal economy: Because informal workers pay no taxes, cities lose out on revenue needed to provide adequate services — creating a vicious circle where the city can't afford to fix the very problems that push people into informal work in the first place. It also makes wages and working conditions almost impossible to regulate.

2.4 Deprivation, inequality, and the cycle of poverty

Deprivation
Connected with poverty — it occurs when a person's well-being falls below an acceptable minimum standard. The standard varies country to country and covers more than just money; it includes housing, health, education, and services.

Many low-income families are "pulled" toward informal settlements looking for a sense of belonging with others in a similar situation. Without a strong social network, high crime, begging, and petty theft become more common — degrading both the physical and social environment.

Don't assume this is LEDC-only! MEDC cities suffer similar problems too — Hong Kong has a genuine housing crisis with many people in cramped conditions and no access to healthcare or social support, and homelessness is common in developed cities where many can't afford rent. Always be ready to give an MEDC example if asked.

2.5 Impacts of urban growth on rural areas

Urban growth doesn't just change cities — it transforms the countryside around them too, through the rise of the suburbanised village.

  • Originally quiet, independent places with basic services near large urban areas.
  • Also called "dormitory or commuter towns" — residential populations that commute to work.
  • As people move out for retirement, family, or work reasons, these villages change: new, large, expensive housing estates appear (sometimes gated communities).
  • Urban-style services increase — hence the shift in name to "suburbanised" village.
  • The commuter belt brings new roads and public transport links.
  • New businesses open: pubs, restaurants, supermarkets, hotels.
  • Net effect: dilution of traditional country life.

3. Solutions to Impacts of Urban Growth

3.1 Pollution — sources, impacts, and solutions

Towns and cities have less clean air than rural areas. Over the last 60 years, rules have limited emissions in MEDCs, but NICs and LEDCs still face the most pollution today. Here's every pollutant type the exam board expects you to know — source, impact, solution:

3.2 Managing informal settlements — 5 strategies

This is the heart of the whole "solutions" topic — you need to know all five approaches, be able to name a real example for each, and be ready to evaluate their strengths and weaknesses.

1. Bulldoze and Clear Away

Operation Murambatsvina — Zimbabwe

"Move the Rubbish," also known as Operation Restore Order — a massive government campaign to forcibly clear slum areas nationwide. It directly affected at least 700,000 people (loss of homes and livelihoods) and indirectly affected around 2.4 million. Officially framed as a crackdown on illegal housing and disease risk — but critics saw it as targeting political opponents of Robert Mugabe's government.

2. Clear Away but Relocate People

KENSUP — Kenya Slum Upgrading Programme

Established in 2003 by the Kenyan government and UN Habitat, targeting the 5.3 million people living in Kenya's squatter settlements. The flagship in Kibera built contemporary high-rise apartments, nicknamed "The Promised Land" by locals — heavily subsidised, with basic services (water, sanitation, electricity) that slums lack.

3. Redevelop

A more extreme strategy: completely remove squatter areas and rebuild in a structured, formal manner. Used historically in the UK for inner-city slum sites — and is currently the suggested/adopted strategy for Dharavi, Mumbai, India, where the city's goal is to raise living standards by demolishing informal settlements and replacing them with high-rise tower blocks.

4. Self-Help / Site-and-Service Schemes

Self-help
Provides tools, training, and low-cost loans so residents can improve their own homes themselves.
Site-and-service schemes
Governments provide new or cleared sites with basic services already in place, which residents can buy at low cost — often with low-cost loans to help buy building materials.

The Favela Bairro Project — Rio de Janeiro

Also called the "Slum to Neighbourhood" project. Residents of favelas can rent brick homes from the local government, equipped with running water, electricity, and sanitation — some available for purchase. Rubbish collection, schools, and health centres are added too. In Rocinha, this transformed the neighbourhood: most homes now have basic utilities, plus cafes and shops, and some residents were granted legal land ownership.

5. Ignore

Some local governments either ignore informal settlements hoping they disappear, or simply lack funds to redevelop. Interestingly, this isn't always a total failure: many residents gradually improve their own homes' stability, durability, and quality by buying better materials and doing the work themselves — as seen in parts of Rocinha, Rio. In some areas, communities become so self-sufficient and stable that authorities are no longer needed to provide help at all.

3.3 Government investment example

The Brazilian Federal Savings Bank offered locals 100% mortgages to purchase homes. This shifts upkeep and improvement responsibility from the government to the homeowner, freeing up public money for infrastructure (paved roads, sewers, streetlights). However, many favelas have limited or no access to public transport, making it hard for residents to reach work — so many fall behind on mortgage payments. This is a great example of a solution that looks good on paper but has a real practical flaw worth mentioning in evaluation-style answers.


4. Case Study: Rio de Janeiro, Brazil

Why Rio? The essentials.

Brazil is a major agricultural and industrial power with the strongest economy in Latin America (capital: Brasília). Rio de Janeiro served as Brazil's capital in 1950 with a population of 3 million — today it's Brazil's second-largest city (after São Paulo) with over 12.5 million people. It's a major trading port (oil refining, shipbuilding; exports iron, steel, crude petroleum) and hosted the 2016 Summer Olympics and Paralympics.

Migration into Rio

  • Rapid rural-to-urban migration in search of jobs.
  • Despite a large agricultural base, there's no land ownership and few opportunities for progress in rural areas.
  • Farming is challenging and unprofitable, with poor pay and significant wealth gaps; rural areas are vulnerable to natural disasters and lack social facilities.
  • The city offers better job opportunities, higher wages, better schooling and healthcare, and the potential for a greater quality of life.

Housing — the Favelas

  • Inward migration puts pressure on services and amenities → housing shortage.
  • Rocinha is the biggest and most developed favela — where most rural migrants start their lives.
  • Around 1,000 favelas in and around Rio house more than 20% of the population, mostly on unsuitable land on the city's edge.
  • Many favelas are well-established, even though residents have no legal rights to the land: 75% of favela homes have tiled floors, and 95% are built of solid materials like masonry — some even have computers, TVs, running water, electricity, and internet.
  • Newer, less-established settlements clinging to the mountainside are overcrowded and built from corrugated iron and timber.

Transport

Urban infrastructure planning has not kept pace with Rio's rapid expansion. Roads are seriously congested, rail service is limited, and private buses provide much of the public transport. As population and wealth grow, more cars appear on the roads. The underground train system is effective but has limited stops.

Education

  • Children start school at age 4; due to limited classroom space, school days often only last three to four hours.
  • Brazil invested late in its education system, so quality is frequently poor, and many of Rio's public schools badly need repair.
  • Rio has high rates of teenage pregnancy, school absences, and limited educational possibilities.
  • Violence is a real barrier to education — it isn't always safe for children to travel to school in certain neighbourhoods.

Crime

Crime rates have increased as the city has grown, partly due to high unemployment and small crimes like pickpocketing. Youth crime and gang violence within the favelas are a serious problem — many residents feel unsafe as gangs control the streets with guns and drug trade.

Environmental Challenges

  • Many households lack safe running water — main pipes are broken and leaking, and very few favela homes have directly piped water.
  • Most favela residents illegally tap into the main electrical grid, making street poles unsafe with multiple households sharing a single connection.
  • Limited access to doctors and healthcare increases the risk of diseases like cholera and typhoid spreading.
  • Urban sprawl continues into nearby rural areas.
  • Air pollution is serious, especially from industry and traffic jams in the city centre.
  • In favelas with no organised sewage/waste systems, untreated sewage flows into rivers and Guanabara Bay, polluting water and harming marine life.

Approaches to Improvement in Rio

The government views favelas as eyesores that give the city a poor image, so local communities, charities, and government departments collaborate to improve conditions — while trying to avoid attracting even more inward migration and further favela growth elsewhere.

Site-and-service scheme: Complexo de Alemão 60,000 homes were built/upgraded with regulated materials — power, drainage, clean water. Wider paved roads improved accessibility for emergency services and garbage removal. Roads got official names and were added to maps (bringing the neighbourhood formally into the city). Street lighting improved safety, and underground cables gave permanent power supplies, preventing illegal tapping.
Favela Bairro Project (1994–2008) Aimed to give residents access to basic services and formal recognition as city neighbourhoods. Families were taught to build stable foundations with strong materials; residents in unsafe hillside homes were relocated. Solid brick homes were built with power, clean water, and sanitation — reducing water-borne disease like cholera. Some residents purchased homes and gained legal land rights. Funding was limited, so not all residents benefited. Cultural activities (samba, capoeira, reggae) were run to keep young people away from gangs.
Self-help schemes The Sustainable Favela Network charity helps build resilience and environmental sustainability. A small favela in Rio's Tijuca Forest built its own bio-systems project to treat waste and sewerage, plus a biodigester generating cooking gas instead of dumping waste into open pits and streams. In Rocinha, homes are now mostly concrete/brick with basic plumbing, electricity, and sanitation — the area even has bus links, small businesses (pharmacies, shops, banks), and its own cable TV channel, TV ROC. Trap #1 — Confusing urbanisation with urban growth. If a question gives you percentage figures, that's urbanisation. If it gives you raw population numbers, that's urban growth. Mixing these up is one of the most common lost marks on this topic.
Trap #2 — Assuming LEDCs have all the problems and MEDCs have none. Always be ready to give an MEDC counter-example (e.g. Hong Kong's housing crisis, homelessness in developed cities). Mark schemes explicitly reward this balance.
Trap #3 — Vague answers on causes. Don't just write "poverty" or "jobs" — name the specific push/pull factor (e.g. "mechanisation of farming" not just "farming problems") and, where possible, back it with a real place name and statistic.
Trap #4 — Forgetting the natural increase vs. migration split. Many students assume migration is the main driver of urban growth. Remember: natural increase actually accounts for the larger share (~60%) in most rapidly growing cities.
What examiners actually look for: (1) Precise use of key terms — don't say "slum" when the mark scheme wants "informal settlement." (2) Specific place-based evidence — named cities, real statistics, named schemes (KENSUP, Favela Bairro Project). (3) Evaluation, not just description — for "solutions" questions, always weigh up successes AND limitations (e.g. funding shortfalls, displacement, transport access issues).
